
Neil Silver
Mr. Silver joined the Board of Advisors of LCP in 2023.
Mr. Silver has been one of the industry leaders in the Section 42 tax credit program (low-income housing) since the inception of the program in 1986. Mr. Silver has represented investors, developers, syndicators and guarantors, and has closed approximately $6 billion of Section 42 tax credit transactions leading to the development of thousands of multi-family apartment units throughout the country.
Additionally, Mr. Silver formed Reigns Capital in 2004. Reigns Capital is an investment advisory firm specializing in structuring, placement of equity and the closing of Section 42 transactions. Prior to forming Reigns Capital, Mr. Silver worked for a New York City based investment bank, Capstar Partners, for 15 years heading up the real estate structured finance group. While at Capstar Partners, Neil was in charge of Section 42 tax credit efforts and real estate sale and leaseback activities.
Prior to joining Capstar Partners, Mr. Silver worked for E.F. Hutton/Shearson Lehman Brothers from 1984 to 1989, where he was involved in structuring, performing real estate due diligence, and asset management for several billion dollars in real estate transactions. Those transactions included equity investments in multifamily housing portfolios, participating mortgage programs, hotels and tax credit transactions. In the early 1980’s, Mr. Silver was a consultant for PKF Hospitality Group.
Mr. Silver holds a B.S. from SUNY at Albany, a Master of Public Administration from the University of Southern California, and an M.B.A. from Pace University. Mr. Silver is a licensed FINRA General Securities Principal and also a licensed New York real estate broker.
